FNIS Error 57

Hello, posting this here because I cant find anything anywhere else.
Recently built a new computer. Put in my old drives and cut/paste my Skyrim directory into my new drive

All my NMM mods are shown along with old saves
BUT FNIS generate gives me

ERROR(57): The process cannot access the file 'C:\Program Files (x86)\Steam\steamapps\common\Skyrim\Data\meshes\animationsetdatasinglefile.txt' because it is being used by another process.

I have no other programs running, and even if I move or delete this text I still get similar errors.

Really on my last hope here might have to hard reset after hundreds of hours of gameplay and a bunch of mods...

Thanks anyways, my PC ended up having a bunch more problems so I just formatted my drives anyways, looks like I have to restart anyways. lol
