how to translate mods? NWP or BMD

Hi guys,

 

I was wondering, how I can translate mods, e.g. Nisas WP or Basemental Drugs. And in a way, that I get a package file out of it, so that I can share it here or whereever...

And, do I need to ask the modder to translate and publish it?
