You can just go to any lot and a bunch of people will spawn there for you to meet and potentially have an affair with. And depending on how your WW settings are configured, it's not gonna be hard to find someone who's okay with adultery either. I doubt there would be a mod like that, because there just isn't a need for what that's providing.

I did manage to find a mod after posting this called "SimsDa" or something like that which adds a dating app to your phone and allows for hookups and other things like that. It was made in 2018 but still seems to be working fine.
