Help With Creating Custom Content

So, I'm hoping this is in the right place. I need help with creating custom content for Sims 4, specifically hair and tattoos. Long story short, I'd like to drag make some of my favorite anime characters into the Sims. The problem is that, well, I feel the hair can make or break the immersion so using existing hair or custom hair that's close but just not quite right irks me. The good news is I have 3D models of a lot of my favorite characters, and prying the hair off isn't an issue and I'm using this for personal use. Not distributing or any of that. The bad news is I have no idea how to transfer the hair to Sims. I've done some research and know I need a third-party program, and that I'm working with meshes and colors. As I've transfer my models to other programs before, I'm a bit familiar with the process of meshes and such, but rather rusty.

 

Anyhow, this is why I'm asking is anyone knows a good step-by-step guide to create hair in the Sims by using pre-existing meshes and textures and not from scratch. As for tattoos, two of the characters I want to make have tattoos, but they're nothing fancy. Two blue dots and a red rectangle. Any idea about creating those?
