Texture Issue

can someone help me figure out how this pixelated texture happened? this is in the blue palace but every building that uses the same design has this pixelated issue. ty

If you have any texture mods re-install them.
If you used a mod manager to install them do it manually instead.

That's the basics of that. Whether that ends up being the solution I unfortunately can not say. Hope it is the solution to your problem.
If that's just vanilla (Not sure, haven't touched Skyrim in years) then maybe it's an alright time to try a texture mod. Or turn on AA - turn it up higher.
