SexLab Aroused Time Rate is stuck at 0 for mounts

I noticed that Shadowmere's arousal was always at 0 after fast traveling. I looked at the SexLab Aroused Status in the MCM and saw that his timerate was 0 so I manually changed it to a higher number, however, no matter what number I set it to it always resets to 0. I tried getting another mount, thinking that maybe the issue only affects Shadowmere since this wasn't a problem a while ago, however, any mount that I bought had the same issue.

This does not affect other creatures, only mounts.

Does anyone know what might be causing this to happen?
