ENB Shadow Disc

So, just got back into playing an old mod setup, using https://www.nexusmods.com/skyrim/mods/24235 as the enb. I am currently having the issue while outside of having this shadow disc that is centered on the character, it follows and adjusts when you look up and down. Image file is of what i'm referring to. The issue goes away when the ENB is turned off or when I go inside. SkyrimPrefs is the one with edits suggested by the ENB. However, when I do go inside, the skin specular freaks out and makes the eyes bright white, believe its the leyenda skin but not 100% on the settings installed. 
Non SSE Skyrim, no other lighting mods afaik. 

Things I've tried: Changing the shadow distance, changing the fog with the console, inverting my ENB settings while in the game.

So I fixed that, some issue with the mist option, turning it off removed the disc, now I'm having the issue of what looks like someone took a texture filter and placed it over the screen, not to noticeable unless you take a closer look at the character, is there an option that sounds like it might control that? In either Skyrim prefs or ENB?
