Is there a mod that adds punishable criminal offense to the game?

Like a mod that illegalizes and that guards come and arrest you for:

 

Being naked in public (under any circumstances)

Having sex in public (even being raped)

Possessing a skooma

Wandering outside (within a city) during midnight time (not directly leads you to get arrested, but gotta have somewhat good speechcraft skill level to make guards let you go)

Drawing weapons in public when you're not in combat

Casting dangerous spells or shouting too many times in public

Existing (not a crime but just because guards want to arrest you for no reasons)

 

 

I know DCT has some of these features but I want this feature as an independent mod that requires less other mods and also compatible with POP. (since my skyrim has over 220 plugins installed)

Sexlab survival, MCG, and Sexlab adventures all have most of these features.  You should be able to combine them to get every one of them except maybe "Possessing a skooma" and "Existing". Deviously cursed loot also has a couple of these features. Also, what is "DCT"?
