Two Player Modded Multiplayer for Fallout 4 (Request)

I have always wanted to use some of the restraints from many of the mods made for Fallout 4 on my friends, The problem is there is no Multiplayer in Fallout 4. I can only guess that this is because adding it is hard. How much trouble would it be to make a Multiplayer mod that allows just two players to play together with content from any mod that they wish to use appearing in the multiplayer server? If anyone can point out a already existing mod that does all of that or if someone is willing to create this mod, Please let me know. Thank you.

It'd be nearly impossible.  You'd have to rewrite every quest in the game to handle multiple players, which still wouldn't be enough to do it properly; then you'd have to make major changes to the game engine's infrastructure and AI.  You could be a bit hacky and have the second player treated as a NPC dummy though gamebryo isn't that good at handling precisely controlled entities. The worst bit though even if you did get multiplayer working in Fallout 4 it'd break pretty much every mod out there, and a majority of the F4SE plugins.

You'd honestly have more luck modding content into Fallout 76 then ever getting multiplayer to work fluidly in Fallout 4.

yes, but would such mods be allowed on fallout 76, since it is a multiplayer game, If the only multiplayer it has is the Bethesda hosted servers that are open to everyone then that will not work at all, It would be seen as a cheat that is not allowed. I would need to be able to host my own private server on fallout 76, and I do not even own Fallout 76 since it seems pointless to get it, I am just waiting for Fallout 5 to be revealed then I can see what options I will have there. I am not interested in the quests or anything like that, My only interest is being able to use the adult mods with my friend, I would even be willing to help cover the costs of making such a mod if it would help, I could wait to see if fallout 5 will do just as well with modding as fallout 4 has. I knew that what I was asking was almost impossible, So I expected this kind of reply, I just thought I might as well throw the request out there anyway and hope that someday someone manages to do it. If anyone knows of any other game that might be better for this, Please let me know, I will Keep checking back to see what is posted when I am able to.
