That seems to happen because the game decompress and loads textures / meshes / shaders dynamically depending on the camera position, plus it barely uses 2 cpu cores, 3.1Gb of memory and 1Gb or video memory, in short its an ancient unoptimized mess of a game.

 

So you could try these tips to optimize your game, reducing some graphical setting like mirror quality / tree quality / number of lots rendered  / antialias might also help if your video card is also old.
