Custom Race/preset face, how to port a face over

How do you make a custom race but has a face of a character from a different game such as Lighting from final fantasy series.

 

Unless there is another way to have a face from a different game on a character but I feel like making a race and having a face preset would be the best.

 

Or is it possible to use an imperial and port a face as a preset
