Small Custom Tattoos / Quality Problem / Sims4Studio

Hi All! Just downloaded Sims4Studio, and since I work with 3D stuff, I kinda figure it out very quickly. Now, the thing Is, I'm trying to make a very Small Nipple tattoo, and when I download some PNG, and scale it down, the quality gets absolutely destroyed. Yet some very very small Sims 4 Tattoos, do have a great quality. 

I understand that underscaling something will mash pixels together, and the space I'm trying to tattoo is actually very small. But is there a way to scale down and hold Quality? 

I'm using Photoshop, and Smart Layers, which should keep quality even when scaling.

best option is work with a normal high res texture, resize and works with UV coordinates, automatically adjust to whatever image size you choose. you might also want a guide for ts4 UV , that image help a lot of best reference ever created. to match UV for ts4. you might get an idea of UV sizes.

pd this is for body. for objects you can literaly change to any  size while keep object shape.

 

 

or second chance is use SVG for tattoo, change to smart object in psd and resize, it keeps quality doesnt matter size.
