Service vendors appear at fireplace

Are expansion packs (some of them) set up so service/vendor NPC's appear in houses with fireplaces?

They don't cook, clean or talk much, they just stand there in front of fireplaces.

Now, *I* figure, it's a cute feature they added (in seasons and more in "laundry day")

So the PC shut-in doesn't get too lonely,

and the well-known "fix" is to never build with a fireplace.

But, has anyone anywhere modded this feature out, or can there be a modded fireplace with no added people?
