Wayrest at the time of the Dragonborn

I was wondering about a heightmap for Highrock which I saw on Nexus, and started digging about the area at the time of Skyrim. I found out Wayrest was pillaged by corsairs, who found the gates opened by the king. The king himself wanted his political opponents dead, and his fate is unknown. However, this invasion happened 12 years before the events on Skyrim.

 

So, anyone have some information about WHO was governing Wayrest? I dont believe that privateers would want control of the city, since their function is to pirate for some king. I also read about an event called the Warp of the West but got a little confused about it. It is said Northpoint and Evermore would not be at war anymore against western Highrock, so who hired the corsairs? And who got the city after they pillaged it? 12 years is enough time for a city to recover.

Lore aside, 12 years may or may not be enough time for a city to recover.  It depends on a number of factors.  How badly was it damaged, how depopulated was it, is it on a major trade route (that will help it recover much its population and wealth far more quickly as opposed to just having kids which would take several generations to bring the population back up) and so on.
