Mod Idea - Never level

What if there was a mod where

 

1) you still gain experience

2) you still gain a perk point- whenever you would usually level for that level.

 

HOWEVER

 

you never actually leveled beyond level 1.

all level requirements are removed.

 

So for instance, you remove all the level requirements from perks, quests, weapons, etc

 

Nuka World, Far-harbor I think are level gated....

there are a lot of perks that are level gated..
