Odd Graphical Glitches

Yeah, so- I have this issue in my game that seems to persist across any and all graphics mods I try to use. I can't figure out what it is or what causes it, but I've tried MULTIPLE different texture mods etc and they all result in this mess.

Image for example: ScreenShot3.bmp

There are random "meshes" with ultra low quality textures randomly appearing in places they don't belong, that don't even have any collision, and then there's the "texture flickering bug", which is particularly bad along stone bridges, where it seems to rapidly "flicker" between low quality vanilla textures and whatever HD textures I have installed.

It doesn't seem to matter WHICH texture packs etc I have installed, or what combination, they ALL result in this issue. The game looks nice most of the time, but then this shit stands out... and it's extremely annoying.

Another Example:
ScreenShot2.bmp

Does anyone know what this issue is and how to fix it??? I'd like to be able to make my game actually look nice and be able to use HD textures without this happening....

Idk if it matters at this point since ALL texture mods have produced this result so it's probably not one in particular, but these are what I am currently using:

RealVision ENB
Climates of Tamriel + Weather Patch
True Storms
4K Parallax
Terrain Parallax Fix
Skyrim Textures Redone - Enhanced Night Sky
Enhanced Textures Detail(UV Tweaks)
Enhanced Lights and FX
Fluffy Snow
Just Ice
SMIM

I also had Noble Skyrim at one point, but disabled it for some reason. I still had this issue with it, too.

go into the console and select said meshes it should give you a 2 digit hexadecimal code at the beginning of the ID it displays. that will then match up with one of your mods and should give you an Idea of what it is

Uh... I don't think that's really going to help. These aren't even legitimate "meshes", more like random planes.

here's solitude

if you tcl out of markarth, game won't replace solitude lods (tamriel worldspace parent of markarth worldspace, so you have that in markarth) by the stuff from solitude worldspace (it's not parent of markarth worldspace)

you can click anywhere you want, you will never get an id for that, or it's the stuff behind

you won't find any record lod house x in skyrim.esm, game take that from the worldspace lod file

that file tell the game there's a lod there, another here, another here.... and when you enter that worldspace, it load all those lods, if you are far enought (they have loading distance, and they were generate from the thing that is there, so it's probably the lod parent, if you get close enought to load the house, even if your loading distance are bullshit, lod is unload)

lods were decimated x time, they are flatter than the original, because of that whiterun road clip with its lod (it's not as flat, so it get above or under the lod)

and of course it don't look the same as texture replacer whatever, it's vanilla texture in the worldspace object .dds (one for all object, another one for all trees), that is probably 1k, or even less, so if you have 40 lods in that worldspace, they are 25*25

as for why his lods aren't unload... i bet he use 2 mods for lods, mod x win the load order, but it's load with mod y file that was installed later, and the result, some lods stay when you get close, and he is probably missing lods for some stuff
