Running Special Edition, Currently running UUNP Vanilla Outfits Bodyslides SE and I think some tweaking could probably fix this, just not exactly outfit studio savvy, tried weight painting the NPC belly bone and saving it but it doesn't hold onto what I've done to the outfits.

Spoiler

Prisoner HDT from the armor mod I have, was thinking about adding more to the bottom like    this to this (just an example)

If by "saving" you mean "exporting", then the issue is probably that the skeleton being loaded by the reference doesn't have the needed bone nodes.  Load up a naked body with all the nodes, make sure the default skeleton being loaded is an XPMSE (or SSE equivalent), and then load the outfit and export it after editing.

then loaded Prisoner HDT, selected the clothes copied the belly weights over to the clothes and it looks like this

the strange thing is, that exporting it after finishing up, it does not carry over ends up looking like this
