Do i need to formally learn C# language to create/modify TS3 mods ?

I'm trying to create/modify Sims 3 mods for quite some time. For example, making my own teen mods, or adding sound clips in animations etc. But so far, it's just been a wild goose chase N pointless headache. Just installing mods, sometimes, turn into a punishment, in its own way. Yet, its only the tip of Iceberg... As creating/modifying mods is just whole another bottomless pit with no way out.... (- - ; ) So how should i actually proceed with ? suggestions would be appreciated :-)

is it possible to add extraneous sounds in animation, not from the game? How?

This Forum is a Niche of the whole modding community there are several guides on the net https://modthesims.info  is one that survived all the time and i stil use stuff from there https://modthesims.info/wiki.php?title=Sims_3:Modding  https://modthesims.info/wiki.php?title=Tutorials:TS3_GeneralModding  was not digging deeper but it seems you need c+  but ive read some people here use blender(free on steam) for making outfits ect.
