In SexoutNG MCM setting, you can either have the game check for exempted items that are not to be stripped or to just strip everything. Is it possible that an additional form list be created for the "Always" setting for those items that should never be stripped, such as bindings and slave collars?

Yes, pretty much all the bindings and slave collars in SCR and vanilla stuff are added to that list in SCR.
