hey, Sofarakh,

hope this finds you well.
in order to allow all teens to woohoo young adults, adults, and elders, and vice-versa, you'll need to have NRaas MasterController and NRaas Woohooer installed.
please note that these NRaas modules have submodules that allow for further game configuration, so it's a good idea to have them downloaded and installed as well.
i also suggest you read both the NRaas MasterController Interactions Guide and NRaas Woohooer Interactions Guide, for these are powerful and thorough TS3 configuration tools.

assuming you have them installed in your Mods/Packages folder, while ingame:
• click on City Hall
• when the pie menu opens click on —> NRaas —> Woohooer —> General —> General —> Unlock Actions For Teenagers

• change it to T R U E

 

then,
• click again on City Hall
• when the pie menu opens click on —> NRaas —> Woohooer —> Woohoo —> Allow Teen WooHoo

• change it to T R U E

 

finally,

• click again on City Hall
• when the pie menu opens click on —> NRaas —> Woohooer —> Woohoo —> Allow Teen-Adult WooHoo

• change it to T R U E

 

i believe that's all you'll need.
