sexy walk for npc characters

i'm not sure if i installed it wrong, but I used victoria's high heel walk and only my character gets the strut.

 

but the npc characters dont get it.

 

are npc characters also supposed to get the sexy strut?

 

if not, are there mods that will help me?

Installing that should have affected all NPCs. Did you install the mod which limits new animations to just the player (IE: are you seeing an effect you forgot you asked for)?
