How would you edit a save game file?

Say for example you download a save game for some reason... but..

 

you want to change the  in game name /look of the character.  

 

Can that be done through some exterior program like visual studio, or creation kit, or ? and how?

 

I may have partially answered my own question, so below follows what I can find so far:

1) Fallout 4 Save Game editor.   I couldnt find alot of how to use, and it appears to not be able to work on modded save files.  However, I atleast found a way to edit Name, Sex, Location, Expierence/starting level.

2) as per changing the physical look- the best I got at present is playing the game, going to diamond city and facial reconstruction thing..  Not sure how to do it out of game- except IDK, run bodyslide again to do some of it..
