Looking for recommendations on a new character

I'm trying to come up with a new character that is based around the idea of a Lovecraft style cultist.  While getting Kremvh's tooth is a given I am a bit at a loss how to put the character together.  What I want is a "grandmaster" style of build but keep running into problems with actually deciding how to build the character and what mods will provide the best stuff to spread the new cult across the wasteland.

 

I know that I want Intimidation to help represent otherworldly abilities and grow settlements to their largest size with Charisma 10+.  Any suggestions beyond that though?
