This mod allows romantic interactions and standard EA woohoo or try for baby between relatives. Kinky World does too, and is found in the Sims 3 Downloads forum here at LoversLab. Although Kinky World doesn't enable romantic interactions between relatives, it only allows kinky sex actions between them.
