Help with Blender/CBBE/UV Maps/Butt Seam

I'm trying to project tattoos onto the backside of the CBBE mesh.

 

In Skyrim, I can load the mesh into Blender, then project the design using the Gimp and it works perfectly.  I tried the same thing in Fallout  using Outfit Studio to export to FBX and then importing the FBX into Blender.

 

In Blender it looks like this:

So, obviously the UV map is screwed up. Looking at the mesh, there's an entire row of cells that aren't mapped at all and what is mapped presumable doesn't  match the UV used in-game.

 

Does anyone know how to fix this? I've been considering a sort of skin-decal suit which just consists of invisible floating decal patches. They could have their own UV and if I can get the weighting right it could give a set of locations where tats could be applied. I'd prefer to project them onto the body directly though.
