Follower problem

I install "Inari Tails HDT" and give my follower tail. She don't equip it. I equip tail on my follower (equipitem) but she unequip her boots. If i equip boots on her, she unequip it after loading screen.

From what you are describing, it appears that the tail uses same armor slot as boots do.

Perhaps there is a manual "fix" by editing the slot value in TES5Edit?

I personally never changed default equipment slots, so maybe it won't work/damage the game/save files.

If you decide to do such thing, make sure you create a backup (of the esp and save games)
