Nobody draws a weapon anymore.....

I'm not sure what happened but my opposition won't draw their weapon anymore.  I'm pretty sure bows can be used but not regular weapons.  I use one handed fine but when someone tries to attack me they pull nothing.  I have a prison mod installed and I don't even remember installing it, just kind of appeared!  What the mod does is rewritten the justice system in Skyrim, you can work at a farm on work release and  there is a brand knew prison with guards, cell blocks, place to mine.  Anyway, I'm not sure where it came from but I kind of think problems started when this mod did.  I need help with either the name so I can uninstall or figuring out how to fix my opponents attack.  I really like the prison mod and would like to keep.  One more thing opponents will coast like they are levitating while in attack as well.  Game of Thrones is around the corner and I want to make a GOT inspired character and play while I wait but I cant!!!!! Please Help

Found out what it was, Literally while typing had a light go off in my head telling me to check my fnis.   Sure enough there was a box checked that I hit by accident for knew one hand weapon!
