Can't find Advanced Cinematic camera options

Hi guys, so I'm trying to mess arond with the Cinematic camera in the Sims 4, I was follwing The Sim Supply's tutorial up until it was time to go into programe files. So I need to go to

C:\programe files(x86)origin games\the sims 4\game\bin\res\videocamera.ini  This would be fine but I am missing the Game folder in my sims 4 folder. So I don't have access to the camera options. How can I go about fixing this? why do I even have it missing?

...But that folder is for core game code, if you're missing it your game shouldn't work at all...

You must have moved it to a different drive, mine is on my E; Drive.

I'll have a look and see. Hopefully this is the case ?
