Creating "homeless"/world/stray sims and pets?

Is there a way to do that? I love having more variety, and for now I've been making "motel" lots filled with people just so they spawn in the world.

 

Is there a way to get them to appear without wasting a lot? Similar to stray animals and all the random lot-less sims that tend to turn up at public places?

Yes. Go to "Manage Worlds" (F5).

 

To use an EXISTING household:

Click on the "Gallery" icon in the top-right (or press "F4"). Choose your household, or grab one from the community gallery. Where it says "Moving With: " (top-center / bottom-left), click the "X". The household will now be homeless. You can always move them somewhere after.

 

To make a NEW household:

Click on the icon in the bottom right; "Create New Household to Move In". Make your household. Where it says "Moving With: " (top-center / bottom-left), click the "X". The household will now be homeless. You can always move them somewhere after.

 

Note: Your homeless sims may eventually move-in to a vacant lot somewhere, or marry someone and move-in with them on their own.
