It Would Be Better if You use Shape Keys aka Geo Morph Controllers to Animate .

Make the Fly an Armor and Equip it ,

I Have Skyrim on My Plate right now Since animators for Skyrim Are Few.

If Your Using Blender , I can Assist a bit .
