Climates of Tamriel doesn't trigger its weather system

CoT installed with the weather patch but I'm still getting vanilla weather. Is there some sort of quest you can run from the console to start it? I've forced the weather with Weather Control Center a few times but shouldn't CoT take over when you travel somewhere?

1) How do you know CoT isn't triggering?  Some of its weathers do resemble vanilla, especially with some ENBs.

 

2) In the event that this is true, then where is CoT in your load order, and has anything meddled with the weather/region/location data that weathers are read from?

 

EDIT: 3) If using an ENB, is it location/weather aware?

I know it's vanilla weather because weather control center shows me the current weather in its MCM menu and it doesn't have the CoT Prefix that all CoT weathers have. I can also see the difference when looking at the color of the sky and the lighting, because I've played a lot with the CoT weathers I've chosen myself.

 

CoT master is loaded last among the masters, and the weather patch is loaded last of any weather related mods, slightly before Alternative Start.

 

I'm using Rudy ENB for CoT, so I assume it's weather aware.

 

In this screenshot you can see that it loads from Skyrim.esm, where it should have been ClimatesofTamriel.esm. Sadly, this mod has been hidden on the Nexus so I can't get support there, and disabling it doesn't help.
