I'm sure there's a tutorial out there (and if there isn't, i'll probably end up making one one day lol) but I'll write up something quick for the sake of it. If you're worried about the physical part of taking a model and turning it into something usable then you should start by getting XPS Tools for blender and BodySlide/Outfit Studio. The blender NIF plugin is probably recommended but I use a different workflow to this so I can't vouch for it. I'm going to assume you have a rough idea of how to use blender in this and if you don't thats fine, it just might take a bit longer.

Import the model you want into blender and also import a template for the Skyrim skeleton - a template being just something in the general vanilla t-pose like femalebody_1.nif

Switch to pose mode in blender and pose the outfit by rotating and/or scaling the bones to fit Skyrim's t-pose.

Export as a nif/obj/fbx - whichever one doesn't really matter much because it can all be edited but you should probably go with nif. You'll need the blender nif plugin for that.

Import the model into Outfit Studio and export as a nif. You may need to scale it depending on how you've exported it.

This will give you an unskinned mesh without a lighting shader or textures. There's a lot more to go over obviously but that's the physical xps-to-skyrim part done.
