How do I make custom dialogue for NPCs I make?

I've been trying to learn to make my own mods. Right now I'm trying to make some custom NPCs. The end goal is to be able to initiate sex through dialogue options along the lines of Tirk the Horny Riekling 

Any tips or links to good tutorials would be greatly appreciated

For the SexLab part, you can load another mod and see how that mod does it. It's also usefull to read the comments in the SexLab source scripts.
