[Creation Kit] Trying to make a draugr vendor

Not sure if this is where we post to get help with the creation kit. Didn't use anything on this site since 2015 or something. What I am trying to do is pretty self-explanatory (see title). Problem is he doesn't even show up when I go in game. I followed a tutorial by BestinSlot from youtube but I'm stuck in trying to get him to show up.
