Trying to make an "Evil Empire"

I've always wanted to take a spin on the Civil War of Skyrim by changing up some of the armors used by Imperial soldiers. I want to make the Empire look intimidating, powerful, and superior in many aspects. Similar to the Galactic Empire of the Star Wars franchise, or the Empire of Arcadia in Final Fantasy XII. I want Imperial soldiers to look well-equipped (both light and heavy armor) and fearless. Below are some pictures I'd like to see them use in place of their vanilla flimsy armor.

 

One of the key points is to probably use a helmet that completely hides their faces, making them seem like cold-blooded, faceless oppressors.

It looks like someone was working on Judge Noah's armor a few years ago. That'd be my ideal Imperial Officer's armor set. I'll see if I can get that sorted out. In the meantime, I'm still looking for a similar look for the light and heavy armor sets of Imperial soldiers.

I think I'll be using this armor as my light armor variant, as most of the grunts should have a decent set of gear, even if it looks made out of tin cans.

Looks like this armor will do well to replace the heavy variant.
