I legit regularly close and reopen Steam, as well as restart my computer (about twice a week, sometimes more) and whenever I restart Steam (even after a computer reboot) the setting I had chosen for automatic updates remains unchanged and Skyrim never updates on its own. Even when I launch Skyrim via SKSE (via MO2) and I forget to open Steam first, it does indeed try (and manages) to open Steam itself but the actual Skyrim game does NOT launch at all, not the game, and not the launcher either; only Steam itself does start up but that's it. Not sure what I did maybe different than others but the reason why I recommended to do that for the OP's problem of automatic updates is because - at least in my case - it has never failed me, ever. But I'm not contesting the fact that apparently it doesn't work sometimes for some people. If that's the case then ok, that's not cool. But for me, it never failed once. And to add to that, my Steam is never in Offline mode, ever; unless my actual ISP has issues and my connection to the Internet is cut out for any amount of time.

Gah old news now, got my game to work again, just a problem with SexLab, it's not updating.

I rebooted the computer and Steam went through it's verification then asked if I wanted offline mode (uh, yes). So, given this discussion, would games update during the verification, or, by moving to offline mode would it bypass that?

Verifying your files means Steam checks them against the latest version and replaces if they don't match, it updates if the game version is older on your PC. I haven't tested, but if you are offline I'm sure it simply can't verify anything.
