Kind of lacking more info. But I can divide the troubleshooting into parts.

How are you testing it: If it's on sexlab scenesI don't think the framework has inflation on sex itself so that wouldn't do anything yeah.

The body itself: What kind of cbbe do you have? To work with the inflation framework and any other mod that adjusts the body that body needs to have bone weights added. There are versions of cbbe that have this and versions that don't. If yours has HDT it probably has belly scaling.

The skeleton: Bone weights need the right skeleton to work. Usually when this is wrong you'll have more of a problem than 'nothing is happening', it tends to be more like "why is one tit halfway across the room?" but it's good to check anyway. The Framework links it's recommended skeleton.

The usual "do you have all the requirements": Have you double checked that you have all the requirements? For example Racemenu or NetImmerse Override? Mod organisers won't tell you these are missing as they're not loaded in as masters but they are still required for things to function.

Without other info this is all I can ask I think.

What are you even talking about? I'm quite confident i know all Syrim mods at least for oldrim and i've never heard of a "CBBE inflation framework". There is a sexlab inflation framework. Likey every other mod on LL it has a description that will tell you what you need. Read it. Follow the instructions, test it, if it doesn't work double check you really did everything.

If it doesn't work still, at least some information what you expect it to do and what exactly doesn't work would be helpful.
