Fun and Social do not go up?

I am unsure if I altered a setting, but as of right now my Sims fun and social needs do not go up during or after sex at all.

 

It used to max out both (almost) but now it shows one pulse of the up arrows in each, but then no more and it never goes any higher.

 

Apologies if this has been discussed before. There are 66 pages of comments. LOL

Oh, and if it matters I have the most current versions of the Sims and WW.

Fun and Social needs don't go up when you disable Needs Decay, but I think I will change that.
