Tempering Problem SOLVED

Hey All.  With my latest retex mod, I noticed that I can only temper up to "Superior", at which point the game says I don't have the necessary shit to go higher. This is a leather-based armor, so...?  Currently my smithing level is at Orc on the heavy side, Advanced on the light side and have the "Arcane Blacksmith" perk, so I should be at "Flawless", Exquisite", "Epic" or higher. I gave Dwarven armor to a follower and her's is at Flawless, so I'm not sure what I'm doing wrong regarding the esp. I'm not sure if the image below is enough info, but this is how all the armor parts are set...

 

Can anyone clue me in as to what I'm doing wrong here - or if I need to provide more info, just holler. Thanks!

The part you can see here (from TES5Edit) says:

 

You need 1 iron ingot, 2 leather strips, 1 leather.

Then there are 2 conditions:

The item should not be enchanted

AND

You should have the Arcane Blacksmith perk.

Hey CPU. That is how all the "default" armors are set up (tempering) in Skyrim.esm, so...?

 

Actually, I think what it says it that "Not equal to" item being enchanted OR if the item is enchanted. one needs the Arcane Blacksmith perk.
