I am a noob when it comes to oblivion mods ive followed most of the main installation guide got ooo the texture packs and i got OBSE But i have no idea what to do with the resource pack this came up and said to extract it but where do i extract it too any help would be nice <3

You mean the .bsa file? That just goes into Oblivion\Data, you don't extract it.

This is no longer a issue the only issue now is that it says i need to run obse when i thought i have it installed can i get some help :?

You are definitely not running OBSE; the OBSE launcher isn't anywhere in your oblivion folder.

Download it and throw it in your game folder, so that the launcher is in the same folder as your Oblivion.exe.

The contents of the obse_0020 folder go into your Oblivion folder, not the obse_0200 folder itself. Run the game through obse_loader.exe once you've installed OBSE correctly.

You also need to get steam the hell out of the program files directory. You are going to have all kinds of problems from here until the end of time with mods if you don't.
