Detailed guide to learn how to create Mods?

As the title of the post .. I am looking for a guide to learn how to create mods since nobody talks about it on the Internet, could someone do it?

There are tutorials around for various things, 

There are links to animation tutorials on the Wickedwhims page,

Also there are many tutorials on YouTube and some at Sims 4 Studio,

It helps to be specific in what you want to make as the skills needed to "create mods" varies,

 

If you can let people know what interests you then it's easier to point you in the right direction,

You can do animations, clothing or objects/furniture/deco or a gameplay modifier involving the python script,
