Vampire Lord: Is it normal to be perma-stunned in combat?

I am playing through Dawnguard and I just unlocked Vampire Lord. I noticed that when I use it in combat, any single power attack will cause me to be stunned. Sometimes not even power attacks do it. I have been 3-4 shot by bandits because I am unable to cast/run away from the staggering. Is this normal? Or is this one of my 200+ mods causing this? The main one I would think of is Ultimate Combat which has its own stagger system. 

 

Also, holy shit Vampire Lord is overpowered currently. I hope enemies get stronger to make them more of a threat (other than their current cheesy stagger-to-death threat they pose now).
