Mod that makes neutral NPCs flee from the player?

I'm currently playing a Black/Dark Knight character on my most recent playthrough,, and it seems weird to me that I can stroll into a town wearing my biggest, baddest armor and NPCs won't even bat an eye.

 

Is there a mod where I can equip some form of item in any armor slot that adds a cloak spell causing neutral NPCs within ~30 feet or so to flee? Maybe even a confidence value check so the more "battle-hardened" warriors in the towns don't seem as intimidated by a knight walking up to them.

That's a little out of the criteria I'm looking for, but thanks anyway.

I just tried this out and it worked.

I used the patch and enchanted an amulet.

Put it on and the npcs ran and cowered. My hud filled with red dots and my bounty went to 1350.

Took it off and cast RDO stop combat. Then guard ran up and I paid bounty.

Kinda fun.

I'm using PAHE and enslaved on fleeing, but that's cheating. :)

This is pretty good and probably as close as I'm going to get. It would be perfect if it didn't give the player a bounty, but beggars can't be choosers I suppose. Thanks!

Update: After poking around in the Creation Kit for a couple of hours I was able to create a ring that causes enemies to flee in combat when worn. However, it only works in combat.

 

Is there a target condition I can set that causes neutral or even friendly NPCs to flee?
