after loading flashing startup screen

I start the game, I am doing a new install.  I load a save, with new mods installed.  I get the play screen, then after a few seconds, I get the black game startup screen with the small black box in the upper left hand corner.  Then I am back to the play screen and I see a mod has been installed.  this flips back and forth between screens for a time, and either CTD, or I can play.

 

This is strange, because I never had this problem before, the only mods that I have not had installed before is a new version of realvision ENB
