Can someone make Rulue from Madou Monogatari?

I was wondering if someone can make someone that looks like Rulue from the Saturn version of Madou/Puyo series. She looks like this.

 

Yes I know blue hair isn't a thing in Elder scrolls, but I think someone's suggested it before.
