Would it be possible for a savy Creation Kit Guardian to make a mod for Amputator that allows the Dragonborn to heal limbs using Dragon Souls and/or Scrolls?

Could even use them to heal allies, also if they fall victim to traps when not using "Follower Trap Safety"?
