I went to UESP to get the text to copy and paste but it seems the conversation I heard wasn't fully scripted but one of the random line follow random line ones. So, here's what I heard that leads to the picture.

Proventus "Balgruuf, my Jarl. A word, if I may."
Balgruuf "Speak."
Proventus "I think the time might be right for another public appearance. Maybe address the patrons at the Bannered Mare? Or visit Jorrvaskr?"
Balgruuf "Damn it, Proventus. I've got war lurking just outside my gates, and this is what you offer me? This? Begone."
Proventus "Of course, sir."

[added dialog]

Balgruuf: "Thane, deal with this idiot. Show him what happens when he wastes my time... encourage him to do better."
Thane Chick: "Yes my Jarl. C'mon Provie, I got just the thing right over here. If you're a good boy next time, I'll let you cum."
