Well, they're mostly elves, so, that would probably be Summerset Isles.
Most of the Oblivion plot happens in Cyrodiil though.

These are some of the best looking characters I've ever seen in any Skyrim image...and I'm talking ever.

There’s just an imperial.
It must take you a long time to create them all, and make them take the pose.

There's more lore to that... Elena is what IRL would be a "war surgeon", a bit of medicine, tons of restoration magic, she met Marcus in war, he was a captain at the time, now promoted to general. Or something like that... God, I wish I had more time to put all the lore into something understandable but... little bits of it...

And yeah, It's been years of creating them all. Posing took a few hours, but there's still a lot of work that had been going on for a long time.
