Anyway, what kind of costumes in your mind? Let me guess, any possibility of you might be a fan of Hitomi? 

Then tell me your goal(s) or what kind of costume(s) you are envisioning.

 

Generally, swap or remove is easy, very easy. changing color will be within your range if you start to use software like Photoshop or GIMP or Paint.NET.

Better to focus swap or reuse from existing mods or costumes from DOA5 itself. 

 

About bra, almost imaginable shape of bras are available from modders or included in DOA5.

However, if you look for these kind of bottoms,

Almost no exist even those are very popular. By some reasons DOA5 developer loves to show girls' thighs, hence denims or half-pants are closest.

Again, swap/remove/reuse is very easy. Changing colors should be next step but not so far away. However, changing shapes will be different level of difficulty.

It requires Blender (any 3D softwares) and if you can reshape or create natural enough leggings (or any wrinkled clothes) then you could get a job(or earn some money).

My humble suggestion is start from this and try to get closer as possible.

 

If you think this is god damn denim and not what ask for not even close whata sucha then only realistic way is use Blender.

I started to use Blender because existing mods are very nice but my favor is little different and I want my favorites.

So, you are very good position to be a modder. With desire. The rest is up to you. Start to try then whatever it takes to get Hitomi leggings or else.

I believe, the above costume has included with free version but no way to control in free version. You only can play as Kasumi, Ayane, Hayate and Hayabusa(ppl, correct?)

You can partially control Hitomi but Tutorial only.  If your interest is Hitomi only then you can buy Hitomi only by 3.99USD.
