Naked stalker shows up everywhere I go

Ok, so I have the Road to Fame mod, so I don't know if this plays a role in WW.

 

Here is my problem:

What happens is every time my sim goes to a public lot, the same guy ALWAYS shows up and stands by me.  His hygiene is bad and flys are buzzing around him. 

 

Then,  he will try to kiss my sim,  my sim will push him away,  and then he will get completely naked, spray his piss while laughing, then he will drop a wedding cake, or ambrosia salad.(the ambrosia salad glows)  All the while everyone around me is disgusted by him,  but he just maintains this nonchalant , relaxed happy expression. 

 

Also, where he drops the glowing food, I think I hear UFO  music?

 

I HATE him.  I hate him SOOO much.  His dick isn't even hard!
